This prototype encodes the simplified journeys from the 7/12 audit — admins land on campus decks (not a dashboard), one Publish action flattens and releases, campus↔program wiring lives on one surface, and the module/pack engine is finally visible. It is the design source of truth the real app will be reordered to match.
